A definition of art:

Art is that which is made with the primary purpose to stimulate the human senses, as well as the mind.

Explanation:

An artwork is assessed by how well it stimulates emotions, thoughts and feelings through the senses. The effect often arises from a combination of beauty and originality, through the message it carries, and sometimes in some indefinable way. But the strength of the emotion, the amount of people being moved, how well its effect is valued, and how long the artworks influence lasts, all contribute to the degree of art. Timeless masterpieces in art meet all these criteria to a great extent.

Something is less likely to be regarded as art if it only stimulates the senses without evoking much thoughts or emotions, or when it has a different primary purpose.

Examples; a picture of a unicorn can be visually pleasing, but it usually won't evoke many thoughts. However, if the unicorn is portrayed in an original meaningful context, it can be considered as art. Elevator music won’t easily be considered art, while complex and emotionally compelling music will.

Movies can also be considered as an art form. Some films stimulate the senses a lot. But when a film does not really have a 'message' or carry strong lasting emotions, it exerts little influence on its audience or on the film world. Succes is not equivalent to artistic value. It can be argued that some very successful movies were intentionally made to make profit, and those movies are usually not regarded as very 'artistic'.

An architectural structure such as a bridge can also be viewed as a work of art. But a bridge does not have the primary purpose of stimulating the senses, so bridges are generally not considered to be art.

Something that was not originally made as a work of art can be elevated to art. The urinoir by Duchamp is the primary example. At that moment the object lost its original purpose, and received the new intention to evoke thoughts and emotions, and thus became a real work of art.
